Delta Management Associates, Inc. (Delta), a nationally operating collection agency based in Chelsea, Massachusetts, today announced it has been awarded a contract with the U.S. General Services Administration (GSA) pursuant to Federal schedule 520-4, Debt Collection (520-4).  GSA awarded a contract to Delta based on the firm’s qualifications to include past performance and references, nationwide capabilities, and financial strength.

Working in conjunction with Net Gain Marketing (www.netgain4results.com) to complete the proposal development and contract negotiation process, Delta is now poised to compete for any Federal debt collection contract, including any issued by the Internal Revenue Service (IRS) and Financial Management Service (FMS) under the Department of Treasury, the Department of Health and Human Services (HHS), and the Department of Education (ED).

With the IRS program in question, vendors with higher education experience like Delta may have their sights set on the ED contract.  Available data published by FMS indicates that collections by Private Collection Agencies (PCAs) for ED have increased approximately 65% between Fiscal Year 2001 and Fiscal Year 2005.  “ED is kind of an anomaly in the higher education sector,” stated Nick Bernardo, principal consultant of Net Gain Marketing.  He added, “It’s a unique animal in the industry with an award process unlike most other higher education-based entities that hire collection agencies, creating significant opportunities for agencies that have something to offer.”
